Scenario-based training works because it moves knowledge into context: the learner stops reciting the escalation policy and starts deciding whether this customer, this angry, this public, crosses the threshold. Decades of practice in customer service, healthcare, safety, and leadership training rest on that shift.
The blank page is what stops most teams. A usable scenario needs a believable situation, a defined learner role, enough context to decide with, a genuine challenge, and a debrief plan: and writing all five takes an experienced designer the better part of an hour.
